The majority of lottery games are run by state governments, but private lotteries also exist in some countries. The games are regulated by law and the winnings must be claimed within six months/one year of the drawing.

Some gamble away their entire winnings, while others use their prize money to pay off debts or improve their lives. Many people also use their lottery winnings to fund retirement plans, purchase homes or vehicles, or fund medical procedures.
Lottery winners are usually required to file a claim form with the Lottery Commission before they can collect their winnings. The form must be signed and certified by a notary or other authorized person. The commission will then verify the claim and issue a receipt. Once the claim is approved, the winner must submit their winning ticket to the commission’s office within a specified period of time.
Laos officials manipulate the lottery to avoid large pay-outs, sources in the communist country say. Drawings of the nation’s thrice-weekly lottery often show numbers that disappear from purchased tickets, or numbers that are deemed unlucky. A Vientiane resident who follows the lottery tells RFA that suspicions of rigging have led to calls for an independent inquiry into the lottery’s operations.
A finance ministry official who oversees the lottery told RFA that changes have been made to respond to earlier questions about the game’s honesty. Vilasack Phommaluck said the committee checks each lottery ball before it is used in a drawing. He added that the weight of each lottery ball is different, and the heaviest balls fall into the hole faster.
