Lotteries are government-sponsored games of chance in which participants have the opportunity to win prizes. Prizes vary in size and value but are usually cash or goods. Some lotteries are multi-state or countrywide, while others are state or territorial specific. A number of lottery-style games are played online, and some offer instant prize winnings. The lottery is a popular source of revenue for governments and charities worldwide.

In the United States, lottery games are regulated by federal and state laws. Some state-licensed lottery companies also sell products such as scratch-off tickets, instant ticket games and keno machines. Private lotteries are legal in some jurisdictions, but many do not meet regulatory standards or provide fair and impartial service. Unlike traditional lotteries, most internet-based services charge premiums on base ticket prices and may not report results in a timely manner. GTech Corporation, based in West Greenwich, Rhode Island, administers 70% of the world’s online and instant lottery business.

While the majority of US lottery winnings go to individuals, some are used for public benefit. The state of Massachusetts, for example, uses its winnings to fund public education programs. Other state governments use lottery money to promote tourism, while the Australian government uses the proceeds from its national lotteries to support sport and cultural activities.

The Laos state-owned company responsible for the nation’s legal state lottery has been rigging the system, sources in the communist country tell RFA’s Lao Service. Drawings often show numbers that have vanished from purchased tickets or are deemed unlucky and unlikely to be chosen. And the company’s private business interests include people linked to the ruling elite, one caller said.

The office of prime minister Thongloun Sisoulith recently sent a directive to the Ministry of Finance, which oversees the state lottery, requesting that drawings be reduced to only one a week and winnings handled in a more transparent manner.
