In order to prevent this from happening, the office of Prime Minister Thongloun Sisoulith sent a directive on Aug. 17 asking the Ministry of Finance, which oversees the legal state lottery, to work with the Ministry of Public Security to better control the problem.
But the issue is not a simple one, and many people in the country do not want to take part in the lottery because it is unregulated. Callers to RFA’s Lao Service have told the news program that private business interests running the lottery include people with links to the nation’s ruling elite.
