Laos has a complicated lottery situation: while gambling is illegal, it is allowed in Special Economic Zones that are usually leased by the country’s governing party to boost foreign trade. There are three land-based casinos in the country offering popular games such as roulette and poker, but gambling online is not legal.

Lottery officials are rigging the system to avoid large pay-outs, sources in Laos tell RFA’s Lao Service. For example, the winning number of 509 in a recent drawing appeared only as “5” on purchased tickets and was not spotted during the actual draw. In order to prevent this from happening, the office of Prime Minister Thongloun Sisoulith sent a directive on Aug. 17 asking the Ministry of Finance, which oversees the legal state lottery, to work with the Ministry of Public Security to better control the problem.

But the issue is not a simple one, and many people in the country do not want to take part in the lottery because it is unregulated. Callers to RFA’s Lao Service have told the news program that private business interests running the lottery include people with links to the nation’s ruling elite.
