Vilasack Phommaluck, a finance ministry official who serves on the committee that oversees the lottery, told RFA’s Lao Service that some changes have already been made to address public concerns.

For instance, the winning number in the Oct. 14 drawing—509—was shown only as a 5 on purchased tickets throughout the day of the draw after many lottery buyers sought to pick that number. This number is associated with the cat, a symbol of luck in Lao culture. But the number vanished from purchased tickets just an hour before the drawing, a source told RFA.

Another concern raised by lottery players is that the winning numbers are chosen from a pre-selected pool of numbers. A source told RFA that the company that runs the lottery knows which numbers people choose, so it can manipulate the results.

When you buy a lottery ticket, check it carefully to ensure that the ticket is complete and correct before you leave the retailer. If you find any discrepancies, bring the ticket to the Retailer where it was bought to ask for a refund or replacement.
