In Laos, where gambling is illegal, the state-owned National Lottery has been accused of rigging its winning numbers to avoid paying large payouts. Sources tell RFA’s Lao Service that the winning numbers in lottery drawings sometimes appear differently on purchased tickets or disappear entirely during a drawing. The state’s prime minister issued a directive on Aug. 17 requiring that the Ministry of Finance, which oversees the country’s legal state lottery system, work with authorities to improve transparency.
