In 1967 a special law called the Omnibus Bill was introduced to Canada in an attempt to bring up to date a number of obsolete laws, including the prohibition on buying lottery tickets. It was sponsored by the Minister of Justice, Pierre Trudeau. He argued that the new legislation did not prohibit lottery sales because it was a voluntary tax. There were debates in Ottawa and Quebec City about whether this was a lottery or not, but the monthly draws continued to go off without a hitch. On September 14, 1968 the Quebec Appeal Court declared Mayor Drapeau’s ‘voluntary tax’ illegal, but the city refused to stop the lottery.
