Some are administered by federal, state, or local governments; others are run by non-governmental organizations such as churches. Most lotteries are played on paper tickets; however, some are available online or over the phone. The games are popular with many people and can raise significant amounts of money for charity, health, education, or other projects.

In addition, there are a variety of other lottery games that do not involve selecting winning numbers. These include instant lottery tickets, keno, and video lottery terminals. In the United States, a significant portion of lottery proceeds are used to support public education systems.

The government of Laos has made a number of changes to its state lottery, and critics say these are designed to rig the system and limit the amount of winnings. For example, the winning number in a recent drawing, 509, appeared only as a number on purchased tickets until about 10 minutes before the drawing began, a source in Vientiane told RFA. Moreover, the winning ticket for that day’s drawing was reportedly printed only in black and white.

The office of Prime Minister Thongloun Sisoulith issued a directive on Aug. 17 requiring the ministry that oversees the legal state lottery to take steps to address allegations of corruption and irregularities in the system, sources tell RFA’s Lao Service. In particular, the directive calls for reducing lottery drawings from two to one a week and for more transparency in handling state lottery funds. It also bars informal football and lottery chances sold via text messaging.
