The commission has also charged illegal fees to players who use credit cards to purchase tickets, and has prohibited lotteries from advertising their services on social media.

The state-run lottery in Canada was introduced in 1967 as part of a bill (known as an Omnibus Bill) that was intended to bring up-to-date a number of obsolete laws. At that time, buying a lottery ticket was illegal in Canada, but Montreal Mayor Jean Drapeau tried to make money for the city by introducing what he called a voluntary tax. For a $2.00 “donation” players could participate in a lottery drawing for a chance to win silver bars. But Drapeau’s “tax” was ruled illegal by the Quebec Appeal Court.

In Laos, government officials have been accused of rigging the national lottery by manipulating winning numbers in order to avoid paying out large sums. In one example, the winning number 509 appeared on tickets purchased throughout the day of a drawing but mysteriously changed to 134 at the last minute, a source told RFA’s Lao service.
