Lottery games are also popular in Canada and Australia, where the government licenses lottery operators.

Several sources in Laos say officials in the communist nation are manipulating the national lottery to avoid large pay-outs. They cite instances in which numbers appear on tickets purchased throughout the day of a lottery drawing only to vanish shortly before the actual draw. In one case, the number 509 appeared on tickets for three consecutive drawings, then reappeared as 134 in the final drawing. The number 134 is associated in Laos with the buffalo, a symbol of good fortune, and many people wanted to buy that ticket.

A Finance Ministry official who serves on the committee that oversees the lottery told RFA he is considering changes to help restore faith in the game, such as reducing the number of drawing times from thrice weekly to once per week. But he said it was not the committee’s responsibility to block certain numbers or refuse to sell them, and a decision to do so would require the approval of the company and its agencies. In the meantime, he said the committee will monitor the behavior of the company closely.
