Laos’ state-run national lottery is a model of this type of government-operated system. But, a government official who spoke to RFA on condition of anonymity said business interests with connections to the ruling elite control the lottery. He added that the state must resume control of the lottery if it is to be credible.

A government directive sent on Aug. 17 obligates the ministry that oversees the legal state lottery to cooperate with authorities and provide more transparency to the process. It also requires the reduction of drawings to one a week and the closure of informal football lotteries and lottery chances purchased via mobile phone texting services.

The Loteria fast-food chain was founded in February 1972 in Tokyo, Japan by Shin Kyuk-ho, a Korean entrepreneur. Its first franchises opened in Nihonbashi, Ueno and Yokohama. The brand later spread to East Asia, including South Korea and Taiwan, where it operates the majority of its locations. The Loteria chain’s menu features traditional fast-food items such as burgers, french fries and fried chicken. The company has also started a mobile lottery game called Mobile Lotto.
