Lotteries are government-sponsored games of chance wherein participants win a prize for correctly guessing the number or combination of numbers drawn. Various prizes may be awarded for winning, depending on the jurisdiction in which the lottery is held. The prize money is often used to support public causes and services. Lottery is also a common way for countries to raise revenue, and may be used to supplement other sources of income.
In the United States, state governments control and regulate the operation of lotteries. There are several ways in which a person can participate in a state lottery, including buying tickets from a retail outlet, visiting an official state website, or calling an official hotline. In addition, many states have websites that offer online lottery games. The International Lottery Foundation (ILLF) is a not-for-profit charitable foundation that operates Internet lotteries and pioneered the first instant scratch card games on the Web. It supports charitable projects domestically and internationally.
The oldest known lottery was a Chinese game called Ziran Jiezi, dated to the Qing Dynasty (1603–22). During this period, it was illegal to gamble, but lotteries were legalized for the first time by Emperor Zhu Di in the early Qing Dynasty (1912–1914).
While the law governing gambling has been amended many times since then, in the United States, state governments regulate the sale of lottery tickets. In some states, the purchase of a lottery ticket is taxable. Other states have laws that prohibit or limit the types of games that can be played in a lottery, and some states have laws that require all players to be at least 18 years old.
New Zealand’s national lottery is operated by the New Zealand Lottery Commission, an autonomous Crown entity. Its profits are distributed by the Lottery Grants Board directly to charities and community organizations. These include Sport and Recreation New Zealand, Creative New Zealand, and the Arts Council of New Zealand.
In Canada, lottery sales are regulated at the provincial level by regional lottery corporations, which are owned by the provincial/territorial governments. These are the Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador), the Ontario Lottery and Gaming Corporation (Ontario), Loto-Quebec (Quebec), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Manitoba, Alberta, Yukon, Northwest Territories, and Nunavut). In addition to running these provincial/territorial lotteries, the Interprovincial Lottery Corporation runs a nationwide lottery.
