These are operated by the Interprovincial Lottery Corporation, a consortium of five provincial/territorial lottery commissions owned by their respective provincial and territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Ontario Lottery and Gaming Corporation (Ontario), Loto-Quebec (Quebec) and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, Nunavut).
In Laos, the national lottery is run by private business interests with connections to the communist country’s ruling elite, RFA’s Lao Service reported. Sources in the capital, Vientiane, say officials are rigging the system to avoid large pay-outs. Drawings are often rigged, with numbers appearing or disappearing from purchased tickets at will. For example, the winning number in the Oct. 14 drawing was 509, but it appeared only as a five on tickets purchased throughout the day of the drawing.
