The directive also aims to crack down on informal football lotteries and lottery chances purchased via short messaging service.

While the state lottery remains the most popular form of gambling in Laos, private business interests are increasingly taking a stake in its operations. According to a report by RFA’s Lao Service, the majority of companies responsible for the national lottery are owned by persons with connections to the country’s ruling elite.

Historically, lotteries have been used as a means of raising public revenue in both the developed world and the developing world. Currently, large portions of lottery revenues are used to fund public education systems. The practice is widespread in the United States and Canada, where state governments oversee their own lotteries. However, in some countries, the existence of these lotteries has been questioned due to a lack of consistent legal oversight. Nonetheless, the popularity of lotteries in the United States continues to grow. Currently, most American state lottery revenues are generated from the sale of lottery tickets, while private businesses generate a significant share from other sources such as casino gambling and keno.
