A former state lottery supervisor told RFA that the companies that manage the nation’s lotteries have links to the country’s ruling elite. “These private business interests should not be responsible for the national lottery,” he said, adding that it is time the government resumed control of the lottery.

Gambling is technically illegal in Laos, but there are special economic zones where it is permitted and players from the country are accepted at numerous offshore casinos without risk of prosecution. These casinos offer popular casino games including roulette, poker and blackjack. Some also offer progressive jackpots and other incentives for players to keep playing.
