In the communist nation of Laos, lottery officials are rigging the system to avoid large pay-outs, sources tell RFA’s Lao Service. Drawings of the state lottery have shown numbers that disappear from purchased tickets, or that appear as unlucky in the hope that they won’t be picked. For example, the number 09 appeared as 134 on ticket purchased throughout the day of Oct. 14’s lottery drawing, but only 10 minutes before the drawing it was changed to 509.
Lao officials told RFA that the business interests that handle the national lottery are primarily owned by members of the country’s ruling elite. The private companies pay a fee to the state for the privilege of operating the lottery, but no one oversees their work and no audits are conducted. The officials said they are hopeful that the state government will resume control of the lottery, and that the business interests can’t be trusted to do so.
