For example, on Oct. 14 this year, the number 509 appeared only on tickets bought throughout the day of the drawing, after which it reappeared as a 5.

Gambling is illegal in Laos, except for those activities occurring in special economic zones that have been leased out by the government to boost foreign investment. The authorities, however, don’t block access to international betting sites and don’t monitor online gambling, allowing residents to gamble freely at unlicensed bookmakers. This is not a positive sign for the future of the gambling market in Laos.
