Lotteries are popular games that award prizes based on the numbers that are drawn. They are regulated by law and may be operated by state governments or privately run companies. They can include a variety of games such as keno, instant kiwi scratch cards, and bingo. Prizes can be cash, merchandise, or other goods. In some countries, the lottery is an important source of public funding for various projects, such as education and infrastructure. The lottery is also a major source of revenue for state governments in the United States.
Laos, a communist nation, operates a state-sponsored lotto. State officials have been accused of manipulating the lottery to avoid large pay-outs. Drawings of the national lottery, which take place three times a week, sometimes show numbers that disappear from purchased tickets or are deemed unlucky by locals. The number 67, for example, is associated with the turtle, which is considered to bring bad luck in Laos.
In this talk, Dr Charles (Chip) Zuckerman explores lotteries in Laos since their introduction in 1975, and the mechanics of the lottery system. He will examine what lottery participation was like in Luang Prabang during his ethnographic research there between 2013-2016, and will discuss the many things that playing the lottery meant for local people on the ground. Finally, he will address the question of whether or not a lottery can be understood as an economic activity that is coherent with socialist goals and, if so, what it might reveal about state enterprises more generally.
New Zealand operates a nationwide lottery through an autonomous Crown entity, Lotto New Zealand. The profits from the Lotto are distributed to charities and community organizations by the Lottery Grants Board. The Lottery is also a major source of funding for Sport and Recreation New Zealand, Creative New Zealand, and the New Zealand Film Commission. The government does not tax Lotto profits.

Founded in 1995, the ILLF pioneered Internet gaming and was among the first to offer instant scratch-off games on the Internet. Its websites support charitable projects and organizations domestically and internationally. The ILLF is also a leader in Internet gambling, having launched the world’s first online lottery and processed the world’s first ever Internet gaming transaction.
The lottery in Canada was illegal until 1967 when a special law, known as an Omnibus Bill, was introduced that allowed provincial governments to operate their own lotteries. This change in the law was sponsored by Montreal Mayor Jean Drapeau, who was trying to recover some of the money spent on his city’s World’s Fair and subway system. The Omnibus Bill was passed by the Canadian parliament in September and became law in December of that year.
