Lotteries have long been a staple of the economic fabric of the communist nation of Laos. But while the country’s state-run lottery has become a major source of revenue, private business interests are manipulating the system to avoid large pay-outs, sources tell RFA’s Lao Service. The winning numbers for the national lottery drawings often vanish from purchased tickets or appear as other digits. For example, the number 509 for an October drawing this year appeared only as a 5 on tickets sold throughout the day, a source said.
In this talk, linguistic anthropologist Charles Zuckerman will explore the political, moral and social history of lottery in Laos since 1975, and ask what it means for the state to rationalize this form of gambling as an economic activity consistent with socialist goals. Zuckerman’s doctoral research, based in Luang Prabang, explored gender and the many ways that local people use lottery tickets in daily life. He is currently working on turning his findings into a book.
