In the past, there has been little regulation of gambling in Laos, but the country’s first legislative amendment in over two decades aims to address this. The Aug. 17 directive, which was sent from the office of Prime Minister Thongloun Sisoulith to the Ministry of Finance and the state-owned lottery supervisor, calls for the lottery to be managed more effectively. Specifically, drawing times should be reduced from two per week to one a week and winnings handled in a more transparent way. The directive also bars the sale of state lottery tickets over short messaging services.

While all forms of gambling are illegal for locals apart from playing the state lottery, thousands of tourists flock to the few local casinos that operate in the nation. Moreover, betting on international bookies is not blocked by the authorities, and the government seems to not monitor the market at all.
