In Canada, a national lottery is operated by the Interprovincial Lottery Corporation, which is comprised of five regional lotteries owned by their respective provinces and territories: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Northwest Territories, Yukon). These organizations are licensed to sell provincial and territorial lotteries and process winnings.

A privately run lotto was introduced in Montreal in 1968 by mayor Jean Drapeau, who wanted to raise funds for the city’s ill-advised World’s Fair and subway system. The federal minister of justice alleged that the lottery was illegal, but Drapeau argued that it was not because he required a voluntary donation for participation and because the prizes were silver bars, rather than cash. In the end, the courts ruled against him.

In addition to official state-run lotteries, there are a large number of unofficial lotto-style games available on the Internet, with some offering free play and others charging premiums on base lottery prices. These games have become especially common in places with a high rate of Internet penetration, such as the Philippines and Vietnam. In the latter, many of these games are offered by a single site known as Lotera Virtual, which is managed by GTech Corporation and has an estimated 70% share of global online lottery business. Other operators include Vivalotto and Multilotto.
