In Canada, before 1967, buying a lottery ticket was illegal. However, Pierre Trudeau’s Liberal government inserted an amendment into the Canadian Criminal Code to allow provincial/territorial lotteries. Today the country has four nationwide lotteries, which are administered by Interprovincial Lottery Corporation, a consortium of regional lottery commissions owned by the Atlantic Lottery Corporation (New Brunswick, Nova Scotia and Prince Edward Island), Ontario Lottery and Gaming Corporation (Ontario) and Loto-Quebec (Quebec). Private businesses may offer lottery-style games, but these must be endorsed by the provincial/territorial lotteries. These games are often played on the Internet, and the odds of winning are low. In some cases, the websites charge a premium on base lottery prices. Some even change the winning numbers after the drawing. This makes it difficult for authorities to monitor them. Nonetheless, the lottery business remains a profitable industry.
