Hanoi Lottery is an integral part of Vietnamese culture and widely enjoyed across generations – from students, employees and retirees alike. Some poor Vietnamese depend on lottery selling as their sole means of income. A single mother named Huong can often make around 230 000 VN-Dong (approx. 11 US Dollars) on good days through this practice; her husband Manh assists her at their small shop in Saigon; they work 16-hour shifts.

Vietnam, unlike Western nations, does not possess an adequate social security system to assist its less privileged citizens. Selling lottery tickets has proven an appealing alternative to beggary; Huong and Manh can sell around 180 tickets on any given day and make an estimated daily profit of 8 USD.

When potential customers approach, the pair offers them pre-printed lottery tickets from which to select several that look promising. Once selected, the tickets are taken back home where they will be counted for accuracy before being returned to customers – each ticket costs 10,000 VND with a small markup added by peddlers in order to cover shipping expenses.

While the official Vietnam lottery offers only modest prizes of VND2 billion, private operators are offering much larger jackpots that have drawn players away from official lottery games and reduced government revenue streams. To address this trend, the Ministry of Finance is working to expand their gaming offerings; aside from traditional paper tickets they now also provide scratch-to-win games and an on-line version of lottery. They have also increased their top prize to attract more participants – an essential move as the economy has boomed and middle class expanded rapidly in recent years.
