Drawings for the legal state lottery are manipulated to avoid large pay-outs, and winning numbers sometimes disappear from purchased tickets. For instance, a drawing on Oct. 14 this year showed the number 509, which was then withdrawn from purchases for the remainder of the day, a source told RFA.
For many poor Vietnamese people, selling lottery tickets is the only way to make a living. Single mother Huong, who lives in Saigon with her husband and expectant baby daughter, says that on good days she can earn up to 230 000 VN-Dong ($10 US-Dollars) by working a 16-hour shift selling lottery tickets. This is enough to provide a decent living for the two of them, and allows them to avoid socially detested acts such as begging.
