For example, the number 509 appeared only as a number on tickets sold throughout Oct. 14 and was subsequently changed to 662 just an hour before the draw, a source told RFA’s Lao Service.

The state lottery is overseen by the Ministry of Finance, and officials have recently sent a directive requesting that the ministry work with other ministries to reduce the number of drawings and to ensure that winners are handled in a transparent manner. However, the directive has yet to be implemented and it does not address allegations of rigged drawing results. Moreover, authorities do not block access to international bookmakers, and the government does not monitor betting by Laos residents through short messaging services.
