Laos’s government is trying to regulate its legal state lottery but there are still many concerns about the integrity of the games. In fact, some state officials have accused private business interests of sabotaging the lottery system. The lottery’s lack of transparency has led to the proliferation of informal football lotteries and lottery chances sold through short messaging service. In an effort to curb these activities, the office of Prime Minister Thongloun Sisoulith sent a directive on Aug. 17 requiring the Ministry of Finance, which oversees the state lottery, to work with the Ministry of Public Security to better manage the issue. The directive also requires that the frequency of drawing from the state lottery be reduced to one per week and that winnings be handled in a more transparent manner.
