Lao business interests are profiting from the country’s national lottery, sources in the communist nation say. Drawings are rigged and numbers sometimes disappear from purchased tickets, they say. Moreover, they add, the business interests involved in the national lottery have connections with the ruling elite.

The government has tried to regain control of the lottery. Prime Minister Thongloun Sisoulith recently sent a directive to the Ministry of Finance, which oversees the legal state lottery, asking it to work with the police to better manage the issue. The directive also asked the Ministry to reduce the frequency of state lottery drawings from two to one a week and to handle winners more transparently. It also ordered the closure of informal football lotteries and lottery chances sold by short messaging service.
