A major stakeholder in the lottery is a company owned by members of the government’s inner circle, according to Lao sources. The company pays the government an annual concession fee for the right to run the lottery, but it is not clear how much money is earned from the business, a source said.

Although the government is trying to regulate gambling, it still has a long way to go to get there. This is especially true when it comes to online betting, which seems to be completely unmonitored by local authorities. In the meantime, many Laotians end up turning to international bookies for their gambling needs. This is not an ideal situation, but it is what happens until a regulated environment shapes up in the country.
