Many people use the Internet to purchase lottery tickets and other related products and services, which are largely unregulated in most jurisdictions. These websites often operate from offshore locations and provide a variety of games, including instant lotteries. The most popular instant lotteries include Keno, a video game, and a series of scratch-off cards. Despite the legality of these games, they can be addictive and can have serious financial consequences for some players.

In Laos, the state-run lottery has come under criticism for its alleged corruption and lack of transparency. Sources in the country say lottery officials are rigging the system by manipulating winning numbers to avoid large pay-outs. Drawings frequently show numbers that vanish from purchased tickets or are deemed unlucky, sources tell RFA’s Lao Service. On Oct. 14, for example, the number 509 disappeared from tickets sold throughout the day of the drawing and reappeared only 10 minutes before the drawing.

Aside from the state lottery, other lotteries in Laos are informal. These include lottery games conducted at football matches and via short messaging services. In some of these, a ticket is sold for as little as two dollars and the winner receives a prize such as a bottle of beer or a football jersey. The practice has become controversial in recent years as it may be a form of illegal gambling. In addition, some observers believe that the profits from these games are diverted from public spending. The government denies these claims and has vowed to strengthen supervision of the lottery industry.
