Private business interests that run the lottery pay an annual fee to the government for its concession, but the public is not informed about how much that money is used for. Those who manage the lottery are not always transparent about their operations, and the numbers they draw are frequently questioned by the public. The lottery is a valuable tool for the government to use in order to promote its image abroad, and the country needs to take steps to ensure that it is managed correctly.
