Lao lottery officials are rigging the system, according to sources in the communist Southeast Asian nation. In recent drawings, numbers that are supposed to appear on purchased tickets have disappeared or been replaced by a number that is thought to be unlucky. For example, on Oct. 14, the number 509 appeared only as a five on tickets sold throughout the day of the drawing, while a number 134 was announced for the winning number only an hour before the drawing, a source told RFA’s Lao Service.

While gambling is technically illegal in the Laotian capital, thousands of tourists storm the few casinos that exist there. Laotians also place bets with international bookmakers, which are more likely to accept them than the local ones.
