The Legality of Playing the Lottery Online in Canada, Laos, and Canada

Lotteries are government-sponsored games of chance that award prizes based on the outcome of random draws. Prizes may be money, goods or services. Some lotteries are regulated by the government, while others are independent organizations. In the United States, a large portion of state lottery proceeds is used to fund public education systems. The remaining funds are used for other purposes such as health and welfare, crime control, and economic development. The number of lotteries and the size of their prizes vary by jurisdiction.

Online gambling is becoming increasingly popular, and lottery-style games are no exception. The popularity of these games has led to a proliferation of websites offering such products, many of which charge premiums over the base lottery price. The largest player in the market is GTech Corporation, a privately owned company headquartered in West Greenwich, Rhode Island. It administers 70% of worldwide online lottery and instant-game sales, according to its website.

In Laos, the official lottery is operated by a state enterprise called the National Lottery Agency Co Ltd, which is also responsible for distributing a range of electronic lottery games. It distributes 2 digits, 3 digits, 4 digits and 6 digits lottery games through its mobile app and electronic sales system nationwide. Its board members include people with connections to the ruling elite. The company has a reputation for rigging its drawings and is unable to guarantee the winning numbers, a source told RFA’s Lao Service.

The legality of online gambling in the Laos is a bit complicated. Gambling is illegal in the country except for certain special economic zones that have been leased by the government to boost foreign trade. However, the government seems to be willing to regulate the industry, at least in the leased zones. It will take time to see how the legal framework shapes up.

Canada is one of the few countries in the world that still has a state-run lottery, and it has four nationwide lotteries: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand, and Millionaire Life. The national lottery is operated by the Interprovincial Lottery Corporation, a consortium of five regional lottery commissions owned by their respective provincial and territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Yukon, Northwest Territories, and Nunavut). It is also possible to purchase tickets online in Canada, through two licensed re-sellers: Netlotto Pty Ltd and Jumbo Interactive.
