In addition to these national lotteries, several provincial and territorial lotteries are operated by independent private companies, including the Great Canadian Lottery in British Columbia, the Quebec Provincial Lottery and Instant Scratch-Off Games in Quebec, and the Manitoba Lottery and Gaming Corporation in Manitoba.

Lottery officials in the communist nation of Laos are rigging the system, manipulating winning numbers in order to avoid large pay-outs, sources say. For example, the number 509 appeared only as 5 on purchased tickets during a drawing on Oct. 14 this year, despite the fact that many buyers sought to buy the number, a source told RFA’s Lao Service.

Gambling is illegal in most of Laos, but there are Special Economic Zones throughout the country where casino gambling is permitted. Moreover, players from Laos are accepted in numerous offshore casinos. This allows them to enjoy the most popular gambling games without the risk of being caught.
