Those games are administered by the Interprovincial Lottery Corporation, a consortium of five regional lottery commissions owned by their respective provincial/territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Newfoundland and Labrador), Ontario Lottery and Gaming Corporation (Ontario), Loto-Quebec (Quebec), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Manitoba, Yukon, Northwest Territories, and Nunavut).

In Vietnam, poor people sell lottery tickets as their only source of income because the nation’s social security system isn’t yet ready for them to be able to survive by begging on the streets. A single-mother ticket seller from Saigon, for example, says she earns around 230 000 VN-Dong per day, which is enough to support her pregnant daughter and herself, even though it doesn’t cover all of her family’s expenses.
