Lao business interests with stakes in the national lottery are connected to the country’s ruling elite, according to a source speaking on condition of anonymity for RFA’s Lao Service. The sources said that a number, which was announced on the radio as the winning lottery number, was later changed to another number, which is alleged to be connected to a powerful figure in the government’s cabinet.
Gambling is illegal in Laos, but it is permitted in Special Economic Zones leased by the government to boost foreign trade. The casinos located in these zones offer a variety of popular games to players. Players from Laos can also play at a number of offshore online casinos without risking getting caught.
A number of Internet lottery operators have launched in recent years, but few are as well-established as the International Lottery in Liechtenstein Foundation (ILLF).
