Lotteries are government-run games wherein people buy a ticket and hope to win a prize. The prizes range from cash to goods, sports teams or even property. The winners are chosen through a drawing, and the amount won is determined by how many tickets are purchased.

While a few private companies have conducted lotteries in the past, most lotteries today are run by state governments. Some are national in scope, while others are restricted to specific geographic areas. The most famous national lottery is the United States Powerball, which has drawn billions of dollars in prize money since its inception in 1989. Lottery profits are not taxed in New Zealand.

Laos’s communist government controls the legal state lottery, but sources in the country allege that the officials running it are rigging the system. For example, drawing results in the national lottery often show numbers that disappear from purchased tickets, or that are deemed unlucky. This year, for instance, the winning number 509 appeared only as a five on some tickets, RFA’s Lao Service has learned.

Despite the controversy, the lottery continues to be an important source of revenue for the nation, bringing in more than a billion dollars a year. Many of those who sell tickets are poor citizens whose only other alternative is the socially unacceptable act of begging on the streets. For some, such as Huong, a single mother from Saigon, selling lotto tickets provides enough income to feed her and her son.
