For example, on Oct. 14 this year the winning number 509 appeared only as a random number on tickets sold throughout the day before the drawing, even though buyers had sought to purchase tickets with that number.
Another problem is that local business interests with a stake in the lottery are able to keep their activities secret. “The companies responsible for the national lottery are owned by individuals with connections to the ruling elite,” one caller told RFA. “They should be liable to the state for their work.”
Gambling is illegal in Laos, but a few Special Economic Zones are leased by the government to boost foreign trade.
