Lottery games are gambling activities in which numbers are drawn and winners are awarded prizes. For example, the New York State Lottery helps fund education programs for children, including pre-kindergarten through college. In addition, the State Lottery supports the arts, culture and sports. In other cases, the lottery can be used to fund infrastructure projects.

Canada operates four nationwide lotteries: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand and Millionaire Life. The lottery systems are operated by the Interprovincial Lottery Corporation, a consortium of the five regional lotteries owned by their provincial/territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon and Northwest Territories), and British Columbia Lottery Corporation (British Columbia).

For poor Vietnamese people such as Huong, selling lotto tickets is the only way to earn a living. In a typical day, she sells about 200 tickets, earning a daily profit of about 10 US-Dollars. Her husband, Manh, accompanies her on her 16-hour shift. They start their day at 5 am with a quick breakfast before hitting the streets of Saigon. Their lives depend on the success of their business. But even on good days they aren’t able to save enough for the next meal, much less the inevitable baby. Hence their desperate need to sell more tickets.
