The lottery was first introduced by King Francis I of France in or around 1505. It was forbidden for two centuries, but reappeared at the end of the 17th century as a “public lottery” for the Paris municipality and as “private lotteries” for religious orders (called Lotterie de L’Hotel de Ville).

Today, there are four nationwide lotteries in Canada: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand, and Millionaire Life. The national lottery is regulated by the Interprovincial Lottery Corporation, which is made up of five regional lotteries owned by their respective provincial/territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island), Manitoba Lottery and Gaming Corporation (Manitoba, Saskatchewan, Alberta), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, British Columbia, Yukon, Northwest Territories, Nunavut).

In addition to concerns about the quality of the lottery’s drawing process, the Laos government faces accusations that the company responsible for the thrice weekly national lottery is rigging the results. Lao residents have raised concerns that numbers often appear on the winner’s list that disappear from purchased tickets, such as the number 509, which appeared on winning tickets for three consecutive drawings earlier this year.
