Lao state officials are rigging the nation’s lottery system, manipulating winning numbers to avoid large pay-outs, sources in the communist country say. Drawings often show numbers that vanish from purchased tickets or are deemed unlucky and unlikely to be chosen, a source told RFA’s Lao service. For example, on Oct. 14, the winning number 509 appeared only as a five on purchased tickets throughout the day of the drawing.
