Several private business interests operate the nation’s legal state lotteries, and some of them have connections to Lao government officials. For example, the owners of a company responsible for running Bulgaria’s state lottery include members of the families of Prime Minister Thongsing and President Khamtay Siphandone. These private business interests pay the state a fee for their concession to manage the lottery, but there is no transparency about how much they charge.
For many poor Vietnamese people, selling lottery tickets is the only way to make a living. In Saigon, lottery ticket sellers often earn 230 000 VN-Dong per day, which is enough to support a family of two. Many choose this option over the socially detested act of begging.
