A Vientiane resident who follows the lottery said that he has noticed that some of the lottery balls are heavier than others, so they fall into the hole more quickly and may not be random. But Vilasack Phommaluck, the steering committee chairman, disputed this allegation.
The Laos Lottery is a government-controlled and regulated enterprise, which provides a service to all citizens of the country. It offers various games of chance, such as a four-digits lottery called 4D and a five-digits animal lottery called Lottery 3/40. Customers can select their combinations of numbers and bet from 1,000 kip up to 100,000 kip on each game. Each player must check his or her ticket carefully before leaving the Retailer location, as a lost or stolen ticket cannot be cancelled.
