The governing body of the state lottery in Laos, which is conducted three times each week, has been rigging the system to avoid paying out large winnings, sources say. For example, on Oct. 14, the number 509 appeared only as a 5 on purchased tickets until an hour before the drawing, when it suddenly appeared as a 9 on the winning ticket.
This is happening partly because of a lack of regulation, but also because people are able to sell their tickets for much less than the official price. The state-owned company that oversees the lottery, GTech Corporation, has taken advantage of this gap in the law by offering a service called “lottery chance purchasing” in which they pay the official price for the ticket and then give the player an additional percentage of the prize money. This is a significant increase over the 10% profit that a lottery seller gets from selling his or her ticket, and it has led to widespread allegations of fraud and corruption.
Despite these complaints, the lottery is still very popular in Laos, and many people are able to live off the proceeds of their ticket sales. The government has even been able to use the money to help fund public education systems. In addition, the national lottery has given birth to a number of new games, including instant scratch-off tickets.
In the past, buying a lottery ticket was illegal in Canada, but the government passed an Omnibus Bill in 1967 to bring up-to-date some old laws that had not been updated for two centuries. This amendment allowed a municipal lottery, and a few private ones as well.
