Sources in the communist nation of Laos say lottery officials there are rigging the national lottery system to avoid paying out large winnings. In one case, on Oct. 14, a winning number of 509 appeared only as 5 on purchased tickets throughout the day until it changed to 662 an hour before the drawing was scheduled to take place, a source told RFA’s Lao service.
