Instead, they are administered by private companies such as GTech Corporation. These firms charge a premium on the base price of the ticket.

In Laos, the government has sent a directive to the Ministry of Finance that oversees the legal state lottery system asking it to work with other ministries to better manage the issue, sources told RFA’s Lao Service. The directive stipulates that the number of drawings should be reduced to one a week and that winners must be verified and handled more transparently. In addition, informal football lotteries and lottery chances purchased by text messaging are to be closed down. Those with stakes in the lottery’s operation include business interests that have close links to the country’s ruling elite, a source said. The source spoke on condition of anonymity.
