Unlike most other forms of gambling, the proceeds from lotteries are generally tax-free. In addition to the games themselves, the Interprovincial Lottery Corporation distributes a portion of profits to various charitable projects and organizations in Canada and internationally.

A recent controversy in Montreal, Quebec, over a municipal lottery system involving a “voluntary tax” was resolved in favor of the city on September 14, when a Quebec appeal court ruled that mayor Jean Drapeau’s plan did not contravene the provincial gambling laws. The lottery was a way for Drapeau to recover some of the costs of a massive renovation project at the World’s Fair and the construction of the city’s subway system.
