A source close to the lottery office who spoke to RFA on condition of anonymity said private business interests with a stake in the lottery’s work include persons with connections to Laotian ruling elite members. The official added that the companies involved pay an annual concession to the state lottery administration office, but no one inspects their activities. He said the private business interests also allegedly have links to the family of the late former prime minister Thongsing and former president Khamtay Siphandone.
