Lottery online is a form of Internet gambling in which players place wagers on the outcome of a drawing. The first state-sponsored online lottery was launched in the Netherlands by Loterij Nederland in 1997, followed by the Dutch national lottery in 1999. In 2003, the International Lottery Federation (ILLF) established a code of conduct for its members and began monitoring the activities of online lotteries. The ILLF has since expanded its efforts to include the licensing of operators and establishing standards for security. In addition, the ILLF has established a dispute resolution service to help solve problems between operators and players. In 2011, the ILLF announced that it had signed a partnership agreement with the European Lottery Association to promote best practices and protect player rights in Europe. The partnership was renewed in 2014. The ILLF has also collaborated with several organizations to establish a European gaming center in Malta.
