Lottery games are games of chance in which numbers are drawn to win a prize. The prizes vary according to the game, but generally include cash, goods or services. Lottery winners must have a valid identity card to claim their prize, and all transactions are monitored.

There are three main types of state-run lotteries: public, state-controlled and privately run. In the United States, public lotteries are regulated by state and federal laws, while private lotteries are run by companies that are licensed at a local level. In Australia, the state-controlled Lottery Group operates a nationwide lottery called Tatts. The company operates under a Government licence in each State or Territory, and it also supports online sales with two licensed re-sellers, Netlotto Pty Ltd and Jumbo Interactive.

For poor Vietnamese people like Huong, who sells lottery tickets in Saigon, the legal state-run system is their only way to make money. On good days, she can sell about 200 tickets and make a daily profit of 10 US-Dollars. On bad days, she sells fewer than 180 tickets. But selling tickets is still better than begging, she says. Huong’s husband, Manh, accompanies her on her 16-hour shift each day. They have little else to do besides the tedious job of selling lottery tickets.
