In Laos, where the state-run lotteries have failed to meet expectations, sources say the communist government has been rigging the system. Drawings in the national lottery, which are conducted three times a week, frequently show numbers that have already been picked by other players. For example, the winning number of the Oct. 14 drawing was 134, but later appeared as 509 on purchased tickets. This prompted a directive from the office of prime minister Thongloun Sisoulith requiring the lottery to reduce its number of drawings to one a week and handle winnings more transparently, sources told RFA’s Lao Service. The government will also close down informal football lotteries and lottery chances bought through short messaging services, sources said. The directive also called for improved monitoring of the lottery’s financial management and transparency.
