They manipulate the results of drawings, removing numbers that are popular with buyers or deemed unlucky. The number 09, for example, disappeared from the winning ticket in a drawing on Oct. 14 this year, but was restored on purchased tickets only a few hours before the drawing. Those behind the company that runs the lottery include members of the country’s ruling elite, RFA’s sources say. The prime minister’s office has sent a directive to the ministry overseeing the state lottery to improve its management. This includes reducing the frequency of drawings, and making sure that winnings are paid out in a timely manner. It has also ordered that informal football lotteries and the selling of lottery chances via short messaging services be shut down.
